Program Overview
When a mariner's MMC expires, it is immediately and automatically placed into continuity. No application, no paperwork, no grace period countdown. Medical, physical, background check, and sea service requirements remain exactly as they are. What this eliminates is the punitive requirement to retake complete examinations for original issue when an experienced mariner misses an administrative deadline. The NMC demonstrated technical feasibility when it changed the grace period from 1 year to 6 years by updating a single database field.
The Challenge
- Punitive Re-examination: A mariner who served 20 years and misses a single deadline is forced to retake the complete examination for original issue.
- Arbitrary Cliff: Six years is better than one, but an experienced mariner who lapses by 6 years and 1 day faces the same penalty.
