Accelerating the "Fourth Arm of Defense"
Program Overview
The National Maritime Center (NMC) PreCheck Program establishes a dedicated processing lane for Merchant Mariner Credential (MMC) applications pre-vetted by Qualified Third-Party Validators (QTPVs). Modeled on TSA PreCheck, a vetted third party compiles and validates the application package before submitting it to federal employees who make the adjudication decision. Accelerated processing arrangements already exist informally between NMC and a handful of employers. This formalizes and standardizes what is already happening.

The Solution
- Expedited Lane: Dedicated processing queue for applications pre-vetted by Qualified Third-Party Validators (QTPVs).
- QTPV Qualification: Entities must demonstrate a proven track record and completion of no fewer than 2,000 MMC applications in the previous 12 months.
- Adjudication Integrity: NMC retains final authority on every credential. Mariners who prefer to submit directly may continue to do so.
